No, you are right. I missed the "language's main dialect" part.

It seems to me that they suggest (short) ll for any ll_LL where ll equals LL,
but ll_MM if ll differs from MM, i.e. locale de_DE is po language de, but
de_CH is po language de_CH, as pt_PT is po language pt while pt_BR is po
language pt_BR.
