I know for sure that we can restart page numbering for as you'd like.
I'm not sure if we can switch to Roman numerals for the preliminaries.

The main idea is using section breaks to divide up the title page, the
preliminaries, and the body.

So...
Go to the Format menu, and choose Headers/Footers. Select "Restart page
numbers on new sections", and click OK. It might help to Select all the
text in the document first, or do this before entering any text, or
something. I had to poke around a bit to make it apply everywhere, but I
think I did this after I created the section breaks (next step).

Now go to the title page. At the end of it, go to the Insert menu and
choose Break. Select "Next page" under Section Breaks. Go to the Insert
menu and choose Page Numbers to insert the page number where you want.

Go to the end of the preliminaries and do the same thing.

This should at least get the page numbering restarting in each section.

For switching to Roman numerals, I poked around a bit and couldn't
figure it out. Anyone else?
