You might want to upgrade your version of AbiWord - 2.4 is quite
outdated now. I tested saving from the GUI with your document to HTML
and I got a directory test.htm_files with all the images. (I had named
the saved file test.htm) I know that there is an official fedora 8 2.6
version, should be 2.6.4 or 2.6.3. (I tested with 2.6.4 on Ubuntu)

If you upgrade and still have the problem, then something else is at play.
