The Loudmouth project site mentions that since version 1.1.1, it can be
built on Windows using the gcc compiler.

This page provides detailed information about how to build it for
Windows, including handling the dependencies (Glib in particular):

I didn't try these instructions myself, but, Is that a workable solution
according to you?

I haven't used the Linux implementation, so I didn't know it was not
using the user's contact list (i.e. the roster stored on the XMPP
server). Indeed that would be an improvement (if that is what you mean..
sorry, your PS is not too clear for me) for usability.
