You really are able to insert a table on the first line.
Create a new blank document:
Table,
   Insert,
      Table...
Voila, a table on the first line.

The problem must be something else.

You may need to create a report in bugzilla our bug tracker and attach
your document there as an example. It might be that a header or some
other information is appearing before the table or for some other reason
it just looks like the table is not on the first line but it really is.

Format, Font, and then fill in the number you want in the size box.

You really shouldn't do that if you can avoid it. Line spacing should be
done by going to:
Format,
   Paragraph...
