I cannot enable smartquotes in AbiWord 2.4.6 on Windows XP SP2

Hello!

I just downloaded and installed AbiWord version 2.4.6 on my Windows XP
SP2 (fully updated, all patches, etc) system. I use this computer for
my job, which involves a considerable amount of word processing. I am
hoping that I can switch from using Microsoft Word to using AbiWord.
However, smartquotes are something I actually need for what I do.

Unfortunately, they are not enabled, and the option to enable them is
missing from the preferences dialog. According to the documentation, I
understand it it supposed to be in Tools > Preferences > Layout. It
isn't. It isn't anywhere that I can find.

To be honest, this came as rather a surprise to me. Smart quotes have
been a standard feature on every word processor I've used since about
1991, so I presume I'm doing something wrong and am just unfamiliar with
this particular program. Can anyone please tell me what I'm goofing up?
