Which version of AbiWord? AbiWord 2.0 for Windows is not out yet, and
though we point to 1.99.6 from the 2.0 download link, it is not
recommended (in my view) for the average user. Since we have not
officially released a 2.0 binary for Windows yet, there are no
plugins for it. On the other hand, if you are using the older
1.0 stable series (1.0.7 was recently released), the plugins are
    http://prdownloads.sourceforge.net/sourceforge/abiword/AbiWord_IE_Plugins.1-0-7.exe
    and
    http://prdownloads.sourceforge.net/sourceforge/abiword/AbiWord_Tools_Plugins.1-0-7.exe

Note: Plugins are version specific, 1.0.x plugins definitely will not
work with 2.0.x releases, and most likey won't work with 1.0.y releases.

If you really want to try a 2.0 Windows build with plugins, send me a
message and I will build them tommorrow and place at
    http://abiword.pchasm.org/

(Just to answer the title's question :-)
Installing plugins is actually pretty easy. Start the installer file
    AbiWord_<plugin set>_Plugins.<major>-<minor>-<micro>.exe,
make any changes to the default selection, and click next a few times.
Or manually, download/build the plugins (*.DLL files, in future you
may see *.PLUGIN files), copy to the Plugins directory in your
    abiword install, e.g. C:\Program Files\AbiSuite2\AbiWord\plugins\
And AbiWord should automatically pick them up next time it is started.
