    it might be worth trying
    KeyBindingsCycle="1"
    (1 is on, 0 the default is off)

    and then in Abiword you can press F12 to switch keybinding mode.
    the mode will appear in the Status Bar just to the right of INS.

    seems to be working on Windows98
