I'm using Windows 98 now, and I can't see any diff between normal layout and
print layout either.
But I do get landscape orientation for documents on screen. (Have you tried
changing the view to "width"?) I notice that the page image in the Page
Setup box stays in portrait mode though, even when the document is changed
to landscape mode.
Something else I've found is that if I switch to landscape mode with a
one-page document, and set the view to "page," a stray line of text appears
by itself at the bottom of the screen.
