This looks to be primarily about the addition of new languages in PO
and strings files. I probably should have checked if there was some
code dependency before uploading some of the African languages that
had been worked on at poolte.locamotion.org and not previously
present.

Given Hub's objection, I am willing to manually maintain a list (or
even several copies of a list) in the code as long as the file(s)
being maintained are in the SVN repository and I have a clear set of
instructions on how t oadd a new language to the list (say on the wiki
or in a README).

This is not too burdensome because adding a language is a relatively
infrequent event and it is no too different from a similar workflow I
manage for Sugar when a new langauge is added.
