More of a design trade-off than a decision per se.

In the shorter term couldn't/wouldn't GDK Pixbuf be used to provide a not
particularly cross toolkit solution for OLPC (further to the not
particularly cross toolkit image rotation feature Martin added for OLPC)?

OLPC and jpeg support and ensuing back compatibility issues might be good
cause and opportunity to bump the file format version number.
