What do people think about the following way to configure plugins:

1) There is a set of plugins enabled by default (like ODT).
2) Non-default plugins ("foo", "bar" and "baz" here) can be activated
by passing --enable-plugins="foo bar baz" to ./configure. Maybe we can
also introduce --enable-plugins=all or --enable-all-plugins.
3) Similar to above introduce --disable-plugins...
