With the current system in production multiple compilers are supported on
Win32. Defining the environment variable CCSET (for example to VC7 for Visual
Studio) allows you to switch between different compilers.

Probably, the most relevant files are win32.mk and mingw32.mk at
src/config/platforms.

The current build system has to do with VC support as you can see in win32.mk.
As far I understand (correct me if I'm wrong), with the new buildsys we are
dropping this support completely.

I'm not buildsys expert. I cannot tell. The result should that with builsys
you should be able to build with mingw and vc.
