    Fix for Bug 2573: Save reverts "Encoded Text" to
    "Text" file type.

    I've changed the way we synch the save filetype and
    the open filetype to each other. They used to go by
    the file extensions supported by the importerss &
    exporters. They now go by the descriptions.

    Descriptions on the importer and the exporter must
    match exactly so check that other filetypes are not
    affected. When there is no matching description, .abw
    should result though this is not explicit.

    Note that this applies only to selecting "Encoded
    Text" explicitly. If you open a UTF-8 file, the
    plain "Text" importer will be used and will work and
    will still remember the correct encoding for saving.
    This is the correct behaviour.
