I'm not sure what you are saying here, so here are a few things.

Well, AbiWord itself (not including wv) doesn't use autoconf
currently.

Wv does use autoconf, but if you don't ever edit the files that use
it, you will only ever run the configure script (meaning you don't
call autoconf).

Cygwin certainly supports autoconf.
